CCF Federal Grants Educational Conferences Presenter Biographies The following individuals are regular presenters at most CCF conferences. Shepherd Smith – IYD Founder and President An authority on health and youth development issues, Mr. Smith is sought after by a broad spectrum of organizations and offices for his participation as a program and policy strategist, evaluator, collaborator, and presenter. He has testified before numerous Congressional and state legislative committees. Mr. Smith has served on a wide array of committees and councils, including:
Mr. Smith also serves on the National Advisory Committee on Sexual Health led by former Surgeon General Dr. David Satcher, composed of leaders from various disciplines in the field of sexual health, policy makers, community leaders and youth. The committee works to increase the national dialogue on sexual health and well-being. This work will be linked to domestic research, policy and advocacy recommended in the 2001 Call to Action and continues to monitor and guide new legislation on sexual health and sexual responsibility within both individual states and nationally. Lennie Pickard – Vice President for Programs, IYD Mr. Pickard has more than 20 years of experience working with Federal, state, and local governmental agencies and non-profit organizations. He currently administers the Administration for Children and Families (ACF) demonstration grant for the Compassion Capital Fund (CCF) Project and the subcontract funded by ACF to provide capacity-building technical assistance (TA) and training to SPRANS and Community-Based Abstinence Education grantees. He developed the training modules utilized by IYD’s CCF Project to provide TA and training in the critical areas of capacity-building for faith-based and community non-profit organizations. He also serves as Project Director for two cooperative agreements awarded to IYD by the CDC Division of Adolescent and School Health that are designed to strengthen communication, coordination, and collaboration among agencies, especially abstinence education providers, working to prevent sexual risk behaviors among youth. Mr. Pickard has worked for the U.S. Departments of Education and Justice, President’s Council on Management Improvement, President’s Council on Integrity and Efficiency, Executive Office of the President, Georgia Department of Education, and Georgia State Board of Education. Mr. Pickard earned a B.A. in Government with Certification in Native American Studies from Dartmouth College and certification in the Internal Controls and Quality Assurance Program, Federal Bureau of Investigation, U.S. Department of Justice in Quantico, VA. He is a member of the Fort Sill Apache Tribe of Oklahoma and serves as a member of the President’s National Advisory Council on Indian Education. Mr. Pickard is also a member of the American Evaluation Association, American Grant Writers Association, and the American Association of Grant Professionals. Peter Moore – CCF Project Director, IYD Mr. Moore's previous job was with Georgia's Office of Education Accountability, where he worked on integrating the requirements of the Federal No Child Left Behind Act and Georgia's own educational accountability legislation. Prior to that, he was employed for six years by the Georgia Department of Education, where he was Program Manager responsible for programs under the Federal Improving America's Schools Act. During the 1980s, Mr. Moore worked in the U.S. Senate on what is now the Committee on Health, Education, Labor, and Pensions. Mr. Moore earned the degrees of B.Sc. (summa cum laude) and M.A. in economics from the University of Maryland. Renee Bergen – CCF Grants Specialist, IYD Ms. Bergen spent over eleven years working for non-profit organizations in the areas of program management, administration, and conference and meeting planning. She was an Education Specialist for The International Center for the Integration of Health and Spirituality in Rockville, Maryland, and then a Program Manager for The George Washington University in Washington, D.C., where she monitored private grants to medical schools for programs on spirituality and health. Most recently, she spent three years working for the federal government at the National Institutes of Health. Ms. Bergen has a Bachelor of Science degree in political science and business administration from Gordon College in Wenham, Massachusetts. Miriam B. Goulding - Outcome Based Evaluation Specialist, Performance Results, Inc. A lawyer and training specialist, Ms. Goulding has worked extensively since 1996 developing and presenting evaluation models for social service nonprofit organizations and government agencies. In addition to presenting workshops for government agencies, nonprofits and university - affiliated organizations, Ms. Goulding is former General Counsel and Director of Government Affairs for Goodwill Industries of America, and served as Executive Assistant to the Assistant Secretary of Labor for Employment Standards during the Carter administration. Claudia B. Horn - President, Performance Results, Inc. Claudia Horn is president of Performance Results, Inc., a Washington, DC-based management consulting firm. With more than 20 years of experience in the field of education and training, she has developed a firm which is responsive to the organizational needs of a variety of non-profit and government organizations. Performance Results, Inc. provides evaluation research, technical assistance and training in outcomes measurement, community needs assessment, program and management effectiveness analysis, team-building and strategic planning. She received her Masters of Science degree in Rehabilitation Administration and Services from Southern Illinois University at Carbondale in 1980 and an undergraduate degree in Psychology from American University in Washington, DC in 1977. She lives in Gaithersburg, Maryland with her husband and two daughters.
